Integration of disabled people into workforce
You are a young person with a disability but would want to gain skills in order to be able to become active in society and the economy. You should know that the legal framework in Kosovo is supportive of your efforts in this direction. The Law on Vocational Ability, Rehabilitation and Employment of People with Disabilities states that disabled people have the right to gain trainings and receive financial incentives for employment. The law states that you need to first be verified as a person with a limited capacity to work by the Ministry of Labour and Social Welfare. Once you’ve been verified, you are entitled to information, vocational counseling, advice on labour market opportunities, vocational trainings and requalification up until employment, financial incentives, etc. The Law states that you can get specialized support at the Center for Vocational Ability, Rehabilitation and Employment in Kosovo. It also states that, if you are taking a disability pension and get employed, the disability pension is transformed into a payment for a personal assistant at work. Employers can also get financial benefits from employing you, such as tax and customs incentives, as well as direct payments/subsidies for hiring disabled persons.
In order to be eligible for support services, you need to first contact the Center for Social Work and apply. You will first be verified to determine your eligibility – namely, a commission will determine your disability condition. Once you are verified, you will be directed to other institutional support services, including employment office or the Center for Vocational Ability, Rehabilitation and Employment in Kosovo to receive free of charge support services for integration.
The Ministry of Labour and Social Welfare is responsible to make sure that the provisions for the Law on Vocational Ability, Rehabilitation and Employment of People with Disabilities are implemented as they should.
